High PR page or high PR website is considered as a quality backlink?

I want to ask,

What is considered for a quality backlink when we say to post on a high ranking site or page?

Let's say there is a website with very high ranking, but this is their homepage where they will not allow you to post your link. You have the opportunity to leave your backlink within the website on a page where this page rank is not high. So here, is this a high quality backlink? Because the website ranking is very high, but the place where you are allowed to post your link is not at a high.

For a quality backlink, should the page you are leaving your link has to have a high ranking or is it only enough if the website is high ranking?

    Sites don't have Page Rank, only "Pages" have Page Rank.

    So, if your link is not on the "page" with the Page Rank. It's worth much in terms of you getting any Page Rank for your "pages" from it.

    homepage links are mostly paid. so commenting on pages with high pr is good practice but dont use keyword , use your real name.

    I think he is a little bit confuse with the PR. If a site has good PR so that its pages will have. And for me appearing on the first page is not that important. You can link anywhere, If you can.

    I see people they suggest us sites where we can get high quality backlinks. As example blogger, problogger, blogspot, wordpress and so on etc... But the think that was confusing me, yes it's right that when you go to the home page of these sites, they have a very high PR but unfortunately you can't leave your backlinks there. You go search for posts and comment to leave your backlink. Then the PR of this page is not high. It's between unranked and PR3. Or by time it gets higher but your comment goes too back due to new comments and it's seen at last pages where again it's PR is very low. And I was considering if the website is high quality then this backlink can be considered as high quality which could benefit me.

    So I wanted to know exactly by asking this question and to get an answer to clear my mind where I've got it.
