Domain research: backlinks pointing to subdomains, how to interpret?

So, in doing some backlink research, I've come across a domain that has a majority of its backlinks pointing to a subdomain. For example:

subject domain:ABC.com
subdomain: 123.ABC.com

Majority of the links in its backlink profile point to 123.ABC.com. What does this mean in terms of actual link power pointing to the root domain? Can I re-route the subdomain to the rootdomain for the link power shooting to the sub?

Is this a domain you guys would buy?

    301 redirect the sub-domain back to the root domain home page or whatever page your trying to rank.

    You could also simply recreate the subdomain and use that. That way if the domain has some PR you could use both the subdomain and domain for creating backlinks.
