Why do some image ads on Content network just not run?

I have several image/banner ads on content, they're on there for a week or two already but they just wont run! Its a low price niche, so it cannot be the bids.
Is there any technical formality, eg. i read somewhere that all banners/images need to have borders? Can this be the reason?
In the adwords interface it still says "pending review"..but this takes a LOOONG time????
