Hi all, i have come across a website in my city that basically has one well written page with certain keywords. then the next page is the same article but with a set of different keywords.

Is this perfectly ok to do regarding SEO and google?

If you want to rank good in Google then this is not good practice. Because this will be duplicating your content.

if tits is the keyword then articles doesn't matter. the website is ranked good because of popularity in people not repute in Google.

You can not use same article on multiple pages by just changing the keywords. It will create duplicate content issue and your website may go down in ranking and penalized as well. You should avoid such activities that come in black hat seo.

Do not even think about keywords in content , I am seeing that my website content page does not have main keyword still its coming in first page of Google. Try to give the unique and meaningful content to the users. Do not think about search engine. why do not you try to help the readers? Google will reward you. Do not play like a child in SEO industry now please please

Try to read your users mind , what are they searching for? think users point of view please. That will give you a best result for you.

I have never heard google utter any such nonsense, let alone repeat it.

But who does keep on saying that? Well, I won't answer to stay polite.

Change the title, h1, and you have changed the keywords.

      Gasbuddy essentially does this.

And anyone who thinks they are dead set against this, uses WP, uses tags, and
uses tags that are not(or are) exactly the main keywords but a conglomeration of crap
trying for a nibble...then you are basically doing the same thing.

Yes, you can do it, and it will work for a while, after that you will be slapped and your natural traffic will stop.

You will find sites like this littering the internet. But, it doesn't mean those sites are actually ranking well for any specific keywords. In fact, Google created the Panda algorithm to penalize these type of sites, such as sites which have almost identical content from page to page but target different keywords.

It will work against you as Google will recognize it as spun content.

If each page contained something unique, then it would be relevant to the user.* This type of site you mentioned is more like webspam and should get shut down.

It's not a good idea, duplicate content no matter what the keywords will kill your rankings.

      That's just hogwash.

Ever get amazon.com in a search result?
      How about wikipedia?
      New York Times?

Apparently not, since those site's ratings have been killed by their duplicate content.

I think this idea is of 1- 2 years ago and I had success with it.
But for now, Google don't warning duplicate content, but experts have commented and webmaster has received lessons from duplicate content.
Most sites were hit by Panda, Penguin.
You should build good content for the money site also tier 1 backlink and you can spam backlink for tier 2,3,4 with article spin.

Bad idea! Google is more than clever enough to figure out when this is happening. When it comes to content keep it original

We can't post same content for website promotion in different websites. Unique content always rank higher and generate leads to business. Better to post content in Web 2.0 websites like Wordpress.com etc.

Also, Content spinning is bad for SEO as Google uses Semantic Searches to display results in SERP.

Typically this won't work for most niche sites although as with algorithms there are a lot of "if" and "if then". We've seen with some more established sites and certain site structure you are able to get off with some "best practices" though it's still best to maintain the standard practices:
    - Relevant, Quality, Keyword Targeted Content
    - User driven interaction
    - Supplementary Marketing/Promotional

That is if you're looking for more sustainable result; sure anyone could simply spam and dump correctly.
