Site ranking depend upon 200 factors according to googl. But normally if you have country base domain name, optimize the webpage, create few high authenticate links, and focus on content marketing will help you to gain ranking.

Include Reseller Hosting in title and South Africa in your rich snippet and website description. If you have include in Title also does not matter. It will rank in search engine if the competition is less.

Your title should be start with "Reseller Hosting South Africa". It will help Google to identify that your services are specially for South Africa. You also should focus on your own country specific google search engine.

The main important thing is that include this keyword on the content of the webpage which you target and also write content which defines this keyword. This is not compulsory to add "reseller hosting south Africa" keyword in the title tag, you can use this keyword in the description tag, but if you add these keywords in the title, description and keyword tags then this is a plus point for you, from customer and also from search engine point of view.

  If you are only targeting South Afica, then you can buy a .za instead of .com
  Another option would be to specify in Google Webmaster tools the country you want to target. This is called geo-targeting.

Google will use all the content on your page, including site content, articles, photo alt tags/descriptions, videos, menu links, etc to determine what your page is really about. So, keywords in title are just one factor, not everything. Be sure to optimize your content on page to make it clear that your hosting is specifically for South African based sites, versus the world. Maybe you could publish some highly detailed information, distinguishing the benefits of South African based hosting versus hosting for other countries. This is just one idea.

Google will not automatically rank you for anything.

The title is page-specific. What is each page actually about?

Google does not look at "country-focus," but country-based.

I assume with a .za you are hosted in South Africa which is indeed
a signal.

I would probably write the title this way- "reliable reseller hosting in south africa" then just reseller hosting south africa because it sounds more natural and would not appear to just sound like it's for the benefit of search engines. That's just my personal opinion of course. And I agree with MAX BNC that you should get a .za- it should help.
