What to look for in finding a rankable long tail keyword?

I am now looking at a new site and the niches I am looking at are quite a bit more competitive so I am trying to research out some long tail keywords I could rank major subsections of my site for.
I found one with 1600 searches per month and when I search in google "exact keyword match" I get 20,000 results. There are a lot of similar phrases but this one seems to have very low exact matches but all the sites currently ranking on the front page for just a general search of the keyword are PR5-7 and only include variations of it not exact matches.
So is this a reasonable way to look for rankable keywords assuming I have good content, good on page and off page seo etc? Do you think I can rank anywhere on page 1 for a keyword like I mentioned above? Or what criteria should I look at to find keywords I can potentially rank for?
Is it even worth while making a decisions off what the results when googling an“exact keyword match” or should I be looking at the general search for the keyword and seeing if that keyword has smaller sites currently ranking on the front page that I could potentially outrank?
