Facebook optimized cpm questions?pls help

I am new to FB ads. I have tried an today for my cleaning company.But I have few problems in setting up a ad usinf FB power editor.

1.When I choosing optimized cpm for my campaign and set it to default, it show the default price maximum per action $5 [for likes, comment, etc].It is too high for my budget, that is I won't pay $5 for one like or comment.I don't like to use manually set up bid option for optmized cpm . Is FB really charge $5 for a one like or comment when we choose optimized CPM [default].

2. I have used power editor and targeted desktop news feed ads for a fb page usign page post[what normally most of the guys do]. While creating the post it allows me to ad 180 character description, but when I uploaded the ad, it was it was denied within 2 minutes and I received a reason that the total number of characters should be below 90.I edited my ad copy to comply with this. But I wonder how the other people are running same kind of news feed ads with description characters around 200 .
