Im talking about those small local websites (local law firms, doctors, accountants). If they get attacked with negative seo for example a scrapebox blast in adult sites how can they recover.

Because they are just a local website they don't have any real authority.

What are you thoughts on this?

First off this is a misconception that negative SEO is an adult/porn blog commenting spam fest. That isn't how negative SEO works.

Now to combat negative SEO your clients (or you) need to be monitoring their links regularly. That way you can begin a link removal campaign and disavowing immediately. You may also be able to track down who's behind the event if you are paying close attention to these new incoming links.

Use Google disavow tool, it's one of the tools Google came up with to help webmasters against nasty and negative SEO.

Don't count on the disavow helping in a negative SEO situation. It's best to be proactive and get the links removed, waiting and hoping for miracles from disavow will leave you sorely disappointed.

You disavow those spammy links to clean your backlinks. Adding new high quality links will help you rank again.

Good question. It's a flaw in Google's plan. Once a site is hit it pretty much lights out. disavow has mixed results at best. The recovery of a penalized site is rare.
