Can a site be in penalty for specific keywords?

Hi,

I have a fairly decent ranking site after a big slump last year when we redesigned it. It ranks amazingly well for one set of services, and it doesn't rank at all for another. I am trying to determine if this is because of poor SEO on our part, or if it is because we are in penalty.

My question; is it possible for a site to be in penalty for search term X and not for search term Y? Are sites in penalty de-ranked across ALL keywords, or can Google target & derank you for specific keywords if you are in penalty?

We service a small group of devices. When you search for one of these services, it shows up very prominently. Result 2-4. When you search for the other which is very related, it does not show up at all.. not on the first ten or twenty pages. You will see companies & sites that popped up one year ago at the end of page one or page two, yet we are not even in the first 10 pages.

The content is there, and the site has existed for six years, so I am curious how it could be beyond the first ten pages of results without specific action on our part that resulted in penalty.

    I think its not a penalty. If anything they would've sandboxed your site but since your still ranking for certain keywords im guessing its because of the Poor seo on your part.

    It's definitely possible to be penalized on just some of your keywords. Penalties range from "completely deindexed from Google" to minor drops, and usually the milder penalty the harder to say for sure that it truly is a penalty. I would suggest looking over your site to see if you could have done ANYTHING that would trigger penalties (spammy links, spammy on-page seo).
