Is there a universal agreed upon opinion of how to get 1st on the google carousel (local SEO)?

i searched "supermarket" and based on the carousel results, I dont see why one result is ranked ahead of another. (search result below)

oh and how did you actually get added to the carousal? do you just add the keyword your trying to rank locally for on your site (in the title, and content, etc)

      what is the algorithm for that?

      i also thought that the carousel replaced Google Places..

      if it didnt replace it, whats the difference between the two, why would the Carousel show up in results as opposed to Google Places, and vice versa?
