My website page rank is 0 now so, can i build back-links on pr 0 relevant sites ?
How important to follow the Google natural page rank distribution ?

I am expecting the answer who is expert in this field.

    Has to do with the quality and not the PR.
    You can build some great links and earn PR in the next PR update.
    BTW , why you need PR ?

    If you want your site to something other than PRO, you need to do at least two things:
    1 - Build some authority and brand on your own site with some good content; and
    2 - Create some dofollow backlinks on high PR sites that are related to your niche.

    Friend you should use much higher PR sites for backlink building because if your PR is 0 and you will build links in the sites having PR 0 than you will get stuck to PR 0 only. Instead of that you need to build backlinks on sites which are having high PR as well as having high authority in their domain and page.

    Now as your page rank is zero this means you need to start building a dofollow backlink from the site that are having higher page rank.

    You have to create great content and post frequently on your site. While doing that, focus on on page SEO also. Then only build back links. On page SEO and great content is like the pillar to your website. If your pillar is good, then back links will help to boost your ranking.

    You should not stare at the pagerank. Google doesn't like to update it that often, and it's pretty easy to fake too. I don't think "natural pagerank distribution" is something you need to worry about, but even if you did you'd be relying on a number that's often plain wrong.

    Use a proper backlink tool such as Ahrefs or Majestic SEO.
