Well, Link Emperor uses old style techniques, these used to work in the past.

With just a software you won't create quality backlinks, just spammy ones which you could use
as tier2 backlinks. The other well known and frequently used seo software is GSA. Most seos use this one but again, not to build quality backlinks.

If you want quality you have to get posts on high PR sites or build web 2.0 sites with unique content.
