Google Title Comp - What is a good number?

I keep cherry picking the low hanging fruit by starting with those keywords that have numbers like 140 local searches and 82 title comp and the keyword is a perfect longtail for me moving up to some that have 1500 searches with 800 title comp.
But what is a really good Google title comp number for your keywords? I tend to see local searches in the 3600+ range with 2800 title comps and I tend to think 2800 is too high. Am I nuts, meaning with a good SEO strategy 2800 would be something you would to see with your keywords?
