Page Rank and Static Pages for index page ???

does having a static page for a blog's index page affect the vaule of added posts ?

eg

site is dog breed site, and static index page has text about dog breeds, and the list:

poodle
doberman
collie
mastiff

with each dog breed linking to the appropriate category page articles about that particular breed of dog

by having a static index page, rather than current blog posts appearing on the page, does that diminish the ranking value of the added blog posts ?

    Either way, the post gets pushed into the background as you write new posts? (or, is it a static page?).
