is it right for me to insert other HTLM CODE to my google adsense blog i don't want google to penlize me i was at blogtoplist.com to submite my blog and i was told to insert their HTLMCODE to my blog for it to have high ranking and what is RSS-FEED PLEASE I need help

This kind of directory link are allowed by adsense to put on your blog.
