    Perhaps you are misinterpreting the recent announcement on page rank sculpting?

    If so, they are not penalising at all. They are simply saying that trying to control the flow of page rank within your website by nofollowing links no longer works and has not worked for some 12 months. Instead Page Rank "evaporates" through internal no follow links.

    Example:

    If your page was PR4 and had 4 internal links, you could nofollow 3 links and the full PR would go through to the 4th page.

    Now however (and for the past 12 months) a portion of PR is assigned to the nofollow link but instead of being passed on to the next page it gets soaked up and lost.

    Not sure about external links though and if these are treated differently.
