Going 91% offline to garner local online success

I'm no SEO guru and I only do local SEO. That said...
  • 3% Making sure NAP is straight using Moz Local's service.
  • 3% Google Plus Local Page (which is now fully integrated with Google Maps/Local Business listings)
  • 3% Hyper-targeting Facebook ads for likes to FB page or direct site hits
  • 91% pavement pounding, offline lead scraping, word of mouth, yard signs, snail-mailers, flyers

I've never seen much (if any) success from backlinking (manual or spamtastic.) It may (and probably does) work for nationwide or worldwide companies, but that's not my area.
I've even had #1 rankings for high-comp, heavily-trafficked keywords that garnered little to no clicks, and even worse, no conversions.

For local, I have to believe it's ALL about citations (the good ones via Moz), Google+ local and targeting the handful of people on FB in my city that need what my clients have. Doing this, we'll pull up in the local suggestions and that's what we need - THAT and the offline "old school" methods.

Suggestions? I will tell you I've tried IT ALL, used every automated or "handcrafted" service out there. I've even run my own PBN a year ago. I've crafted or bought "unique content" for client blogs. I've gone down every route and this new, last plan of mine is the only one without a detour sign.

Remember, this is local. Bigger than that may require more, but I'm not shooting for beyond my client's city and immediate surroundings.
