Starting a new domain when current site is penalized?

Has anyone seen evidence of having a new site help get them back on the map?

For example, a year ago x.com got penalized by google and even with disavow and other tools to help it hasn't bouncedback do you think making a new site could sometimes be key in that kind of situation?

    some times you get results by doing it. Copy your content to new domain or just redirect your old domain to newly purchased domain.

    You probably haven't gone about fixing the penalty properly.

    Have you tried to remove links? Just throwing a bunch of links at the disavow tool won't help you recover from a penalty.

      Yeah. Disavow as well as removing as many links as possible and e-mailing and following up with websites requesting to delete them.

        Only a tiny percentage of sites recover from google penalties, so the best thing you can do is start over while keeping the former site and hoping it recovers. Redirection is a viable option and it can help you recover your lost rankings in 2 or 3 days, but the penalty might transition to your new domain.

    Here's a part of what Google's John Mueller said in a Google Webmaster Help thread:

    "Sometimes, when the issues are severe enough, and when you're certain that you've learned how to do it correctly, it may make sense to delete all of these old sites, and to just create a single new one."

    So, if the penalty is severe, and the recovery process is taking ages or it seems impossible, it's better to start fresh.
