The purpose of tiered link building is to make the Tier 1 links more powerful. Because Tier 1 points to the site you want to rank high on Google, Tier 1 sends more power to your site. Every layer of Tiers is supposed to make the tier below it more powerful, so tier 3 makes tier 2 more powerful, and therefore tier 2 makes tier 1 more powerful.

T2s are usually PR 1+ Forums, Bookmarking, Profiles, Microblog & Directories
T3s are usually everything SER can handle (plus Scrapebox blog posts)

    Hi,

Tier 1 is the highest priority compared to the other. Were Tier one needs unique and high quality content. Tier 2 and 3 are supporting factors which includes bookmark, directory, etc... Webmaster always prefer the tier 1 to build a valid and quality backlinks for their website

So every page in your tier 2 is linked to a page in your tier 1, but don't you find that risky as it's very obvious you are building backlinks. Wouldn't it be better strategy to link only one or two pages in your tier two to a page in tier 1 and then interlink the tier 2 sites together loosely? At least it wouldn't be so obvious as c pointing to b pointing to a site.

    Hi
Backlinker tier means it is continual process, like you will be creating unique article and posting in one good article site, and the article is approved means we will get the good traffic, we can generate the traffic by bookmarking the link, and linking to other stuffs, these is known as backlink tier.

Contextual links are always good (Web 2.0, article directories) but I have also had good results with blog comments, forum profiles and social networks in Tier 1.
Don't use guestbook, image comments, indexer, pingback, referrer, trackback in Tier 1. I use these platforms in Tier 3 along with ScrapeBox.
I don't use any PR filters as that decreases the number of links but I do use OBL filter of 60 to 100 (for blog comments).
