Assuming that each page has different content, then it obviously makes more sense to have a unique description and title.

Why would you want the same titles and descriptions on all the pages of your website? Does all the pages speak about same thing? Even if it does, using same titles and desc is not recommended. But nowadays search engines (google) ignore the meta data and instead use the content from your page in SERPs to serve users better.

Use unique and distinctive Meta description and title for your site.
Meta description is the short pitch or summary of your whole page. Hence make use of distinctive and unique description as well as title.

@RandySwanston - Thanks for replying. If meta's are ignored then what's the point in writing unique meta description, moreover the content is static.
      Your suggestions are highly appreciated.

Meta data are ignored mostly by Google (edited my above reply, should have mentioned only Google, but missed), but other SEs such as Yahoo and Bing, make use of them, so its better you write unique ones' for each of the page even if the page is static.

I have heard that Meta Keywords are pretty pointless now, is this correct or are they still important for how Google rankes websites?

This is a question whose answer is a no-brainer to figure out. Obviously, if you are publishing different pages of content, they should each have different titles and meta descriptions.

Yes if its a website with most of the static content

No if it has a blog with different variety of content. It will hurt your CTR badly.

Each webpage should have unique titles and descriptions too. Don't create duplicate titles and descriptions.

You definitely want to use different ones for each page. Also if you thing Google doesn't use them, unless you work there and know for sure, I would continue to use them. It can only help.
