Optimizing URLS/Permalinks for SEO-I need some advice please

I've been studying SEO and I've done quite a bit of reading, but I can't find a direct answer to my question. I wish I had the budget to hire an SEO pro.

I'm targeting local cities as part of my SEO strategy.
But I'm confused about the best way to optimize my URL's.

My keywords are computer repair (name of city),computer repair (name of city 2), computer repair (name of city 3)

So on a page for virus removal would it be best to make the url
mywebsite.com/computer-repair-nameofcity1
And then make my page about in-home repair, mywebsite.com/computer-repair-nameofcity2
And then make sure that searchers know what the page is about by using a good Meta Description?

    You could setup a category page (/computer-repair/) then use additional internal pages for each city.

    This way your root keyword (computer repair) is tied to each page (use internal links). Optimize the category page like it's a global keyword (computer repair). Then on each city page put a lot of focus on the city name, zip code, area code, address, etc...

      I'm strictly on-site since I don't have a shop. And I don't have physical locations in each town.

      I've seen other sites rank without having address information directly on the site though.

      Would I still add the type of service after the city name, or would that make the URL too long?
