How to proactively stop negative SEO?

Hi all,

My sites are getting hit left and right by negative SEO. So far, the rankings haven't fallen or anything. One of my site is getting ton loads of links from "social bookmarking" sites like those:

A) winterconference.info/
B) documovt.info/
C) door-county-real-estate.info/
D) etc...

I wouldn't sweat too much about it, but they are dofollow and with exact anchor text.

After a little digging, it seems like they all belong to some random guy who seems to use 4-5 different whois information. Any suggestions to get those links removed? I've tried emailing - zero response. So far I've been disavowing, but the links keep on coming

Disavowing could be a first step - disavowing all the domains, etc. Also maybe even reporting the person to authorities. Someone here or on Google forums might have some idea how to do that. On the Google forums it can at least publicize it and maybe someone can do something about it.

There is no way to "proactively" stop it. You can either a) start to use the Disavow tool immediately, b) ignore it and hope the neg. SEO doesn't hurt you, or c) move into a niche where people aren't doing negative SEO...
