I would recommend GIMP only if you're going to be working offline for one reason or another. Or if pixlr can't handle something (hard to imagine) GIMP will.

I pretty much endorse the theme "Responsive" whenever I can. Fully optimized for mobile viewing, will work with Woocommerce if you're doing e-commerce, easy to edit from the WP backend. Wish I could...
