it's easy. In example if you are advertising a product (may be a tech product) but your target audience is married people you should set this both, married and interested in tech, or whatever......

Join contests on freelancer. When you start winning contest's you start earning reputation and that helps you to take some projects. Of course it's not easy to win a contest you have to work a lot...

Try Facebook ads if you want to grow your fan base. It's cheap and effective. You will get fans targeted by interests, location, habits, etc.

But dont think of Facebook as a way to sell. It's moré...

The cost per like is lower if I put 1$ per day (for 30 days) than putting 15$+15$ in 2 days, isn't it?

I've had good results with 'page likes' ads for a determinate niche (i.e. wine), but on the other hand very awful results for another pages... I guess, the 'product' or the 'page topic'...
