Well you're probably gonna burn through atleast $500 before you start seeing conversions + breaking even/making money no matter which one you chose. Fundamentals are the same, landing page is needed...

Depending on your budget, I'd spend $50/each and use which ever converts...

Networks prefer a landing page aswell, because if you've bought 500k+ impressions, and they all go nuts at once it can clog their servers etc.
