Yes, you always want to link sites when you can. It's good for SEO and let's the stronger sites strengthen the weaker ones. If somebody likes one site they can try the other ones!

Buying backlinks can definitely help, but I can't predict if it will save your business or not. Try to get authoritative links from .edu sites. That's what I would go for if I had to buy backlinks....
