You can do article submission, and set up a blog then put the content there. Remember to link the blog with your site. Commenting on others' blogs will also give you backlinks.

I believe it does. I used to work in this site which entered sandbox for 3 months. All the keywords rankings were gone, but the spider still visited and indexed pages.
