I made a blogger website , and I write like everyday in it , but still can't see any result from Good adsense , and very low traffic , should I chage the placement of adds , or I should send traffic...

i worked sooo hard on my website to and i tried to add unique content in order to be approved in Google Adsense , but each time i get refused . so i thought i need a new way to add adds on my website...
