If you redirect the page to different Domain only if the page is relevant. Otherwise, it will increase your bounce rate, which will lower the ranking.

In my experience, there is no limit for internal links. But the thing is that the link should make sense. Google has become very smart in these aspects. There is no limit but you should be careful.

But usually it takes about 6 months to about 1 year...
