As far as I am aware, they are counted as back links. If you are commenting on bloggs/forums with a high PR, then you will get some credit for that with regards to back linking.

Im not sure what kind of backlinks you have secured, but try to gather some from sites that have higher PR ie, more than PR4.

Also diversify your links, get them from directories, forums, blogs...
