I agree, separate accounts. Set up one account per customer to manage their places, Analytics etc. Easy to "divorce" them if you want to and it doesn't upset the rest of your accounts.

I've never tested local offline marketing in such small markets. My gut feel tells me there are 2 plumbers, 1 dentist etc. and you won't fill up Google Places with 7 spots, even if you wanted to.
