I think directly linking to CPA offers will not work or may not be approved.
Ideally take them to a landing page and then link to the CPA offer.

Hi,
Check the warning on the top - it says "Your Boosted Post May Not Run".
You should not ignore "warnings" from FB :-)

I think you have too much text in the ad. the rule is no more than 20%...

Surely there is something which you need to check at your end. Normally FB has highly sophisticated algorithms for ad targeting.
Check if you have put any time constraints for showing the ads.
