I would find a niche that you enjoy and can get passionate about working with.

The reason I chose one of my best clients was because I had their pizza and knew that in my small (50k population)...

I've done similar services for my clients (although I haven't used your email approach yet) and have to agree that the local businesses can really benefit from your offers.
