Wordpress is not a bad bet. I would install a few plugins. You'll want one that creates meta-tags, you'll also want to edit the standard footer that comes with wordpress, so it includes the keywords...

Google has taken away phone verification in a lot of locations. You have to have the card mailed to the exact address of the business. Then you enter the code.
