Backlinking definitely still works for ranking. Is in fact one of the top ways to increase your ranking. The key is creating quality links from sites related to your niche.

It takes awhile for backlinks to show up in Google. It also matters how you are building your links. Pinging with sites like pingler.com helps, but doing this too often can cause your site to go down...

Do you mean submitting to the search engines or do you mean pinging your site to get indexed faster? If pinging, every 2 days is way too often. This can actually have adverse effects on indexing.

The first one would give the best results, but you can use both and variations of both to build anchor text around. Just be sure to set anchor text in a natural, relevant sentence. Good luck.
