Actually I figured out once you submit a Google display ad do not edit it. Just let it be and you will get approved quicker. Every time you edit it you go back to the end of the queue and it takes...

Yes my ad is under review for a while now waiting. I got approved earlier for a display ad quite quickly when I used ad builder. Now that I submitted a custom display ad its taking longer I think.
