If I were you I'd charge by keyword(s). If the client is willing to pay for exclusivity (500/mo+) then you can try to rank them for several keywords in that location and only work with them.

I'd avoid buying lists if I were you. The easiest way that I've found to get quality optins is to use a squeeze page built into a facebook fanpage and do some facebook PPC... it's money well spent.
