Does anyone know if this will count as backlink and if so how much DA and PA?

I just had a similar niche site give me reciprocal backlinks but he put them up and then took one down and hid one behind a banner at the bottom. I messaged him and told him I was taking his links...

New websites are hard to get started. Relevant sites are a big factor. Quality and design are important considerations. I was wondering if anyone had any tips for building genuine reciprocal links?
