1:Target traffic is ok because it is the good quality traffic.
2:Adfly and Hitleap are not safe because they are non-target and bad quality traffic.

There is no CTR limitation，but if your sites always have 10% high CTR，the google will review your sites and traffic.
For my experience，adsense will not ban you because of social traffic....
