Most do this by having a separate category of a wordpress blog or website for their newsletter "back issues" but you actually create the online page first....

Most sites are scripted these days so you have to learn to work with whatever templating system they use. Wordpress themes, Cubecart skins, magento skins, Joomla themes, whatever.

I'd make sure that the theme chosen has a good template for Wordpress Pages. Few of the "free" themes do, they're awful!
