Very interesting observation. If the ad is opening every time someone lands on the page then your CTR should be 100%.

You could always ask Google if this meets their TOS. I would hate to think you...

Quality backlinks are still the centerpiece of Google's ranking algorithms.

Most of their recent updates have been to determine the quality of backlinks, not penalise sites with backlinks.

I assume you are referring to off-site SEO and more particularly the automation of back links. If so, forget it and just try for natural linking from associated sites with some page rank value.
