Twitter doesn't see the 10 seconds. There are delays because of HTTP requests and responses. Twitter does have a rate limit. If you send too many HTTP requests on a short time, they will temporarily...

You need to reduce the amount of people you are following. Twitter calculates a ratio between following and followers and uses this to control your limitations.

They see you as a heavy spammer if you follow like you do. 24 hours * 40 follows per hour = 960 follows every day and 1000 is the limit.
