Yes, my competitor's site went downhill after I purchased SEO services for his site on Fiverr. It's very useful for hurting your competition unless they're big sites like Amazon or Best Buy etc.

If the domain has PR4 and up backlinks then I'd pay more. But if the highest dofollow PR that is still alive and pointing to that domain is only 3 then I won't pay more than $50.
