That means you upload the subid's that has gotten conversions to prosper so it shows up. You get them from your cpa network if you set up properly.

Yeah, I think your targeting is a little too tight to begin with. Try to eliminate 1 or 2 and you should see an improvement with your clicks. See what yields best results then tweak accordingly.

Take the average CPC that you're paying? I don't know if prosper lets you upload reports, don't remember. That way you're tracking your spending more accurately. I know CPVLab does allow you.

I would suggest contacting your host provider, they should be able to fix that issue. Maybe your host is missing something that is required for prosper to run properly.
