No it is not a rough guess. Those PR checker tools, like the one you suggested, are extremely easy to fool. One should never use one of those for the purpose of determining if a site has fake PR or...

That is a horrible way to check if the PR of a domain is legit. Those PR checkers are garbage.

You really just need to check the backlinks, however in this case, why do you have to check anything...
