Yes. The whitelabel sources I linked to are for this purpose. Not viable for a public redirect service.

There are whitelabel URL shortening services that let you use your own domain.

I am guessing that they would take care of most technical issues. Not sure about legal liability but if they run the...

You would need servers to handle the traffic.

You would need to store/support the links basically indefinitely.

You would need to maintain server redundancy for outages and security from things...
