Who is "they"?

If a message is being sent "into" a country that means it originates "out" of the country. How exactly are "they" going to tax a non-resident?

In many ways, the US controls the Internet, or vast portions of it, and other countries have long disliked that fact.

For example, guess which one country has the power to take down a .com domain...

This may be a shock ... but a lot of countries are not "free and open". They are communist, socialist, run by dictators, etc. Trying to ram a "free and open" Internet down their throats is not...
