The best solo ad providers are the ones that are not offering solo ads.
Try and find those people in your niche that have lists but are not selling solo ads or don't know what they are.

The size of the list I think is most important. If you are smart, then you'll give them great info to turn them into buyers. I also believe that if you have a big list, you better be very personable...

A lot of it depends on the actual source where you go the leads and what the person's motivations were when they signed up.
If you got them doing some sort of ad swap, then chances are they aren't...
