Depends on what you are marketing. If the keywords have high competition you will pay a pretty penny for each click. Bing would be the better choice if you wanted to save money and the leads...

I split tested both networks couple months ago and found out that Bing gives me slightly better ROI. But there are some products that just won't work with Bing traffic.

I would suggest setting up referral agreements between you and anyone you would sub out to. Just have the contractor throw you a bit of cash if that is the agreement and send the client to them.
