You should have no issues if you change the video filename and change the video file metatags before uploading. To be safer make each video a slightly different length - 1s is enough.

You won't get cheap ads until the campaign has a chance to settle, and the clickthrough gets established. It takes a bit of nerve but give your ad at least 24 hours and you should see the CPC decline...
